The Netherlands' highest administrative court has questioned the need to maintain a monopoly on lottery games in the country while supporting the continued monopoly on sports betting and instant win games.
The Council of State Administrative Law Division said that the monopoly on land-based sports betting and instant win games amounted to a restriction of the freedom to provide services enshrined in European Union law. It added, however, that such a restriction is justified by public policy objectives.
