South Carolina Representative J. Todd Rutherford (D) introduced a join resolution this week seeking to amend the Constitution of South Carolina to legalise a wide range of gambling activities.
H3102 would authorise the General Assembly to allow gambling in specified areas of the state, with revenue derived from gambling to be used to for highway, road and bridge maintenance and construction.
