A new federal online poker bill introduced by Republican senator Joe Barton of Texas will require each state licensing authority to apply for certification from a federal gaming regulator.

All states, including those which have banned online gaming like Utah, would be automatically opted in to federal legislation by HR2666, the Internet Poker Freedom Act of 2013, with each state required to meet a series of minimum standards to become a federally recognised regulator. The bill also prescribes an opt-out procedure for states that wish to prohibit online poker.
