Senator Milton Fitch of North Carolina has introduced a bill to allow the state lottery commission to license and regulate off-track pari-mutuel horse race betting.
License applicants will be subject to a fee of $1,000 or less for each location authorised under the application, with licenses renewable annually.
Licensees would also pay a quarterly tax of 20 per cent of amounts wagered, and may be required to post a bond of up to $1.0m to guarantee performance.
