Finland’s Competition and Consumer Authority has concluded that the Finnish gambling monopoly does not provide effective industry supervision or protection to problem gamblers, although it stopped short of recommending a liberalised gambling market.

In the first in a series of reports on the Finnish gambling market, the competition and consumer authority notes that most European nations employ a licensing system or a combination of a licensing system and a monopoly system for gambling, with Norway the only other European nation with a gambling monopoly.
