Lottery betting operator Lottoland is hoping to muscle in on Germany's state-run lottery market with an application to operate its own lottery in a number of German states.
By applying for a licence, Lottoland is directly challenging the current state monopoly on lotteries in the hope that the government will at least set out the minimum requirements for licensure.
