“Abrupt and counterproductive” changes to Greek gaming legislation have prompted former gaming monopoly OPAP to file a €1bn claim for damages against the government, accusing it of effectively stopping the previously agreed roll-out of video lottery terminals (VLTs).
OPAP says that changes to VLT regulations infringe the exclusive licences granted to it by the Hellenic Republic, forcing it to pursue “multiple appropriate legal actions so as to protect its established rights and justified interests.”
