The Philippine Amusement and Gaming Corporation (PAGCOR) has recorded a solid start to the year as revenue increased by 11 per cent to Php28.07 billion (approx. €444 million) in the first quarter of 2025.
The bulk of PAGCOR’s revenue was derived from gaming operations, which contributed Php25.52 billion, while other service and business income added Php2.33 billion.
More than half of quarterly gaming revenue came from the Electronic Games and E-Bingo segment, which contributed revenue of Php14.32 billion, followed by licensed casinos at Php8.32 billion.
PAGCOR-operated casinos delivered a further Php2.88 billion in revenue during the first quarter.
Alongside the revenue growth, PAGCOR reduced operating expenses by 16 per cent to Php6.22 billion, of which personnel services amounted to Php3.39 billion and maintenance and other operating expenses were Php2.01 billion.
As a result, the state gaming agency recorded net income of Php4.22 billion, a rise of 23 per cent compared to the same period last year.

PAGCOR chairman and CEO Alejandro Tengco attributed the first quarter performance to improved operational efficiency and strategic reforms within the agency.
“This solid performance reflects PAGCOR’s commitment to responsible governance and fiscal discipline,” he said. “The gains we have made in the first quarter will allow us to contribute even more to nation-building for the rest of the year.”
Tengco added that the agency will continue to innovate and strengthen regulatory oversight to ensure that its revenue directly benefits the Filipino people through its nation-building and corporate social responsibility programs.
During the first quarter of 2025, PAGCOR’s total contributions to nation-building (CNB) grew by 21.5 per cent to Php18.9 billion.
