Dutch gambling regulator Kansspelautoriteit (KSA) has imposed a penalty order on EOD Code for offering gambling services in the Netherlands without a licence under its Instant Casino brand.

EOD Code was found to be illegally offering gambling to players in the country following an investigation by the regulator, which took place between November 2024 and March 2025.

A supervisor from the KSA was able to register on the Instant Casino website using details from the Netherlands such as a phone number with a Dutch country code, which should not be allowed.

The supervisor was also able to make a deposit on the website and participate in games, and then returned to the site on three occasions to see if the account was still active, which it was.

Last month, the KSA reinvestigated the site and found that it was once again able to create a player account, make a deposit and play games.

The regulator also found that Instant Casino offered customer services in both Dutch and English, and that the Netherlands was not listed as an excluded country in the operator’s terms and conditions.

The KSA explained that by having the Netherlands as a drop down menu option when signing up to an account and when entering a telephone number, this showed that the operator had a focus on the Dutch market.

As a result of the investigation, the KSA has demanded that Instant Casino immediately stop offering illegal gambling offering in the country.

If the operator fails to comply, a penalty of €280,000 per week will be imposed, up to a maximum of €840,000.
