The United Lotteries for Integrity in Sports (ULIS) has elected a new executive committee and Jean-Luc Moner-Banet as its new president.

Moner-Banet brings more than three decades of lottery sector experience to the organisation, having served at Swiss lottery operator Loterie Romande for almost 30 years, including the past 18 years as CEO.

He also spent six years as president of the World Lottery Association (WLA) and has been an active member of European Lotteries (EL), chairing the organisation’s Sport & Sport Integrity Working Group.

Since 2019, Moner-Banet has also headed the WLA Betting Integrity on Sports & Horse Racing Committee, where he coordinates efforts to tackle match-fixing and illegal betting across borders.

Alongside these roles, Moner-Banet played a pivotal role in the creation of the European Lottery Monitoring System (ELMS), a collaborative platform that allowed European lotteries to monitor betting patterns and detect irregularities.

This system was expanded to the Global Lottery Monitoring System (GLMS) before becoming ULIS in 2022, with the broader mission of uniting state-authorised lotteries worldwide in protecting the integrity of sport against threats of competition manipulation and illegal betting.

Speaking on his election, Moner-Banet said: “It is a great honour to take on the responsibility of leading ULIS at a time of technological transformation that impacts our sports betting lottery community.

“As president, I am committed to driving forward new partnerships, innovative initiatives, and ensuring that ULIS continues to set the global standard for integrity in sports. This is an opportunity to strengthen the lotteries’ collective impact on our industry, and I am ready to make it happen.”

Alongside Moner-Banet’s election, ULIS also confirmed its newly elected executive committee.

The committee will serve for the next three years and comprises vice president Chris Lo, head of trading at the Hong Kong Jockey Club; Singapore Pools CEO Chee Weng Lam; Loto-Quebec sports and entertainment betting director Louis Beaudet; La Française des Jeux director of sponsorship and sports integrity Antoine Beghin; Marocaine des Jeux et des Sports CEO Younes El Mechrafi; Sazka CEO Ales Vesely; and China Sports Lottery director Lemeng Wang.
