711.nl is the latest online betting and gaming operator to be fined for historical failings

Online gambling operator 711 Group has been fined €886,000 for breaching its duty of care obligations in the Netherlands.

The fine announced Thursday by the Netherlands gambling regulator Kansspelautoriteit (KSA) relates to 711.nl’s operations between February 2022 and June 2024, during which time it failed to adequately protect players with high losses.

The KSA investigated 10 player files which showed high losses, as well as signs of high frequency gambling and gambling late at night, finding that 711 failed to properly analyse players gambling behaviour and take appropriate action to intervene.

“We have observed that not all providers implemented their duty of care equally well from the opening of the market,” said KSA chair Michel Groothuizen. “We have therefore conducted additional investigations, which are now resulting in various duty of care fines. At the same time, we have further tightened the requirements regarding the duty of care to prevent excesses such as those we are seeing here in the future.”

The KSA’s investigations into duty of care obligations have resulted in recent fines or warnings for several operators, including BetCity (€2.65 million), Unibet (€4 million), LeoVegas (€500,000), Vbet (warning), ComeOn (€750,000), and bet365 (warning).
