The new gambling licenses come as part of efforts to create a regulated betting market
Rwanda has granted gambling licenses to three international betting companies, a move officials say advances the country’s plan to build a properly supervised betting industry.
The Rwanda Development Board, acting through its National Lottery and Gambling Commission, confirmed the approvals last week after what it called a “demanding and competitive” review process.
Betway received clearance to provide online sports betting and casino services, ElephantBet was approved solely for online sports betting, and ForteBet was approved for online sports betting and casino gaming. All three companies already have an established footprint in other African betting markets.
The licensing round is described as one of the biggest developments in Rwanda’s gambling sector since the creation of the gambling commission.
According to the development board, the selection process aimed to bring in operators with the financial strength and technical capacity to meet strict regulatory demands while also supporting the country’s broader economic goals.
Authorities expect the new framework to improve consumer safeguards, including efforts to prevent minors from gambling and to ensure the fairness of betting markets.
Officials also anticipate that the licenses will boost state revenue through taxes and licensing fees, while creating new jobs and attracting further investment into Rwanda’s expanding digital economy.
The entry of three established African betting brands is seen as a sign of rising confidence in the country’s regulatory system and technology infrastructure.
