Initial investigation on Instantcasino found additional websites offering illegal gambling in the Netherlands
Dutch gambling regulator Kansspelautoriteit (KSA) has issued its biggest ever fine for illegal online gambling operations to EOD Code, operator of Instantcasino and 11 other websites.
The record fine of €37.25 million is the largest the KSA has imposed on an illegal gambling operator, and comes after EOD Code was issued with an order subject to a penalty in July 2025 for offering illegal gambling services in the Netherlands.
A number of investigations by the regulator, which began in November 2024 and concluded in July 2026, found that KSA staff were able to gamble on several of the company’s websites, as no measures had been implemented to prevent participation from the Netherlands.
While the initial investigation focused on Instantcasino, further inquiry revealed additional websites offering illegal gambling. These included skyhills.com, slotmonster.com, betiro.com, betblast.com, fastslots.com, goldenpanda.com, sambaslots.com, winningz.com, incognitocasino.com, foxygold.com, and luckypays.io.
The websites featured several aggravating factors, such as the absence of visible age verification, while visitors were able to make payments using cryptocurrency and anonymous payment methods – practices that facilitate money laundering.
The KSA estimated that EOD Code’s revenue from wagers placed by Dutch players exceeded the standard fine threshold, thereby imposing a higher penalty calculated based on estimated revenue.
Using a search volume method, the regulator estimated that EOD Code’s gross gaming revenue (GGR) in the preceding financial year was €373.0 million, with the fine of €37.25 million representing 10 per cent of the total.
EOD Code claims to be registered and regulated in Costa Rica.
