Germany’s Lotto and Toto Association (DLTB) has said that last week's Bavarian court ruling effectively upholds the legality of the State Treaty on Gambling, despite the legislation’s critics hailing the decision as proof that it has failed.

Each side has reacted positively to the judgement, albeit for totally different reasons, as they attempt to paint the ruling as supporting their respective positions.

Last week the Bavarian Constitutional Court ruled on certain aspects of the controversial State Treaty. On the subject of the cap of twenty online sports betting licenses, it said that it did not believe that an increase in this limit would fix numerous issues with the legislation.
