ZEturf says ECJ ruling could challenge PMU offline monopoly

The European Court of Justice (ECJ) ruled once again last week that a monopoly in an EU Member State can only be justified if findings prove that gambling related problems actually exist and a particularly high level of consumer protection is granted.
