The General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates has appointed Jennifer Carleton as chief of licensing and investigations.

Carleton brings 30 years of experience in gaming law, regulation and compliance sectors, advising some of the world’s most prominent public and private land-based gaming facilities and entertainment companies. 

She joins the GCGRA from Nevada-based payment provider Sightline Payments, where she served as chief legal officer, leading on Anti-Money Laundering, Title 31, BSA, and currency regulation at both federal and state levels. Earlier in her career, she spent a decade as senior staff attorney for the Oneida Tribe.

“Jennifer will play a key role in advancing GCGRA’s mission to regulate with integrity, transparency, and global best practice,” said the GCGRA. “We are delighted to have her on board as we continue to build a world-class regulatory framework for the UAE’s commercial gaming sector.”

Carleton joins the GCGRA’s executive management team, working alongside CEO Kevin Mullally, chief of supervision & financial crime prevention Manuela Croci, General counsel & board secretary Ourouba El Arab, chief financial officer Leina ElBarasi, chief information officer Carlos Gutierrez, and chief human resources officer Dina Helal.
