Norway’s horse racing betting operator Norsk Rikstoto is facing a fine of NOK6 million for allowing customers to bet above their limits.

The state-controlled monopoly operator identified the issue in September and said that it was caused by a technical error that allowed some players to exceed their set limits on the Andelstorget and På Lag betting formats.

This prompted an internal review which found that between December 2022 and September 2025, 806 players collectively placed bets worth approximately NOK4 million (approximately €340,000) that should have been stopped due to the players exceeding their betting limits.

The Norwegian Gambling Authority has now notified the company that it faces a fine of NOK6 million (approx. €508,000) for the breach.

“Loss limits are the most important tool for preventing players from having serious problems,” said Tore Bell, director at the Norwegian Gambling Authority. “Norsk Rikstoto shall have loss limits to prevent gambling problems and ensure that gambling is conducted in a safe and responsible manner. 

“The fact that the loss limits have not worked for such a long period is very serious,” Bell added. “It is reassuring that the error was quickly corrected when it was discovered, and that Norsk Rikstoto has been open, cooperative and kept us well informed about the matter.”
