Leadership changes continue at the country’s Gambling Regulatory Authority with new CEO to work alongside recently appointed chairman

Singapore’s Ministry of Home Affairs has confirmed that Teo Chun Ching will step down as CEO of the Gambling Regulatory Authority (GRA) in early June.

Teo has served as CEO since July 2018, during which time the GRA underwent a strategic transformation from a casino regulator to national regulator for all forms of gambling in Singapore.

The Ministry said that as CEO, Teo spearheaded GRA’s digital and data transformation, enhanced system security and resilience, and built advanced analytics to inform regulatory policies that mitigate problem gambling and money laundering. 

“This enabled GRA to effectively stay ahead of technological and gambling trends, respond to emerging gambling products, and develop holistic and coherent policies to regulate the gambling industry in Singapore,” said the Ministry of Home Affairs. “Under Mr Teo’s leadership, GRA worked with the Ministry of Home Affairs (MHA) to introduce significant amendments to the Casino Control Act in 2024, to modernise and future-proof the regulatory regime for casinos.”

Teo will be succeeded on 2 June by Tan Sin Heng Daniel, currently commander of Traffic Police (TP), part of the Singapore Police Force (SPF). 

Prior to this role, Tan held key appointments in the Ministry of Home Affairs, including Deputy commissioner of (policy and transformation), Singapore Prison Service (SPS), Director Planning and Organisation for SPF, and Commander Central Division of SPF.

As commander of TP, Tan drove major legislative changes that strengthened road safety, including revisions to the demerit points system and expansion of speed limiter requirements for heavy vehicles. He also built strong partnerships with government agencies and industry stakeholders to achieve safer roads for Singapore.

“Under Mr Tan’s leadership, TP advanced the use of technology in operations,” continued the Ministry. “This included the next-generation Electric Vehicle Expressway Patrol cars, with advanced technology features to improve SPF’s response to incidents, and the use of AI-enabled analytics to improve the detection of traffic volations.”

Earlier this month, the Ministry named former Commissioner of Police Hoong Wee Teck as the GRA’s new chairman, succeeding Tan Tee How, who had been in the role since 2018.
