Germany’s Lotto and Toto Association (DLTB) has said that last week's Bavarian court ruling effectively upholds the legality of the State Treaty on Gambling, despite the legislation’s critics hailing the decision as proof that it has failed.
Each side has reacted positively to the judgement, albeit for totally different reasons, as they attempt to paint the ruling as supporting their respective positions.
