In a settlement with the state's Attorney General's Office, New York-based PlasmaNet Inc, owner of FreeLotto.com, has agreed to pay $1.5 million in penalties, costs and fees, as well as make refunds available to eligible customers over the next six months. This follows the conclusion of an investigation by the Attorney General which found that FreeLotto.com had sent deceptive and misleading advertisements to generate registrations.
