The Court of Justice of the European Union (CJEU) has ruled that an exclusive concessionaire model for the management of a lottery is compatible with EU law.

The decision follows a request for a preliminary ruling in the proceedings of Stanley International Betting and Stanleybet Malta against the Italian government, and concerns the legality of the public procurement procedure for the country's Lotto concession.
