Spelinspektionen investigation indicates that Charm’s former and current board members will likely be held liable for serious financial crimes related to another land-based operator

Swedish gambling regulator Spelinspektionen has temporarily revoked Charm Entertainment’s commercial land-based gaming licence over financial irregularities. 

Charm Entertainment has been ordered to immediately cease offering its gambling services until a final decision is made by the Swedish Gambling Authority, which is expected before 1 April 2027.

The regulator said that it is likely that Charm no longer meets the requirements for holding a licence, after failing to comply with several provisions of the country’s Gambling Act and other legislation regarding taxation, financial reporting and accounting. 

Spelinspektionen initiated a supervisory case against Charm in May, during which it reviewed the operator’s annual reports for the 2023, 2024 and 2025 financial years, and found that there were two registered annual reports for 2023. 

The regulator also examined preliminary investigation records from case no. B 1563–24 at the Södertälje District Court, which revealed that both current and former members of Charm’s management have been charged with several offenses, including aggravated accounting offenses. 

These offenses were committed within Lucky 21 Casino, which previously held a gambling license in Sweden. 

According to Spelinspektionen, the operations conducted by Lucky 21 and Charm are virtually identical – both companies provided gambling services at largely the same locations and involved the same individuals.

“The review of Charm’s annual reports indicates that there are strong grounds to assume that the same type of conduct for which management personnel are currently facing charges regarding Lucky 21 is continuing within Charm,” said Spelinspektionen.

“Given that essentially the same individuals are active in both companies, there are strong grounds to assume that the operations will continue to entail significant risks of mismanagement. It is unlikely that Charm could be operated by entirely new management with no ties to the current leadership.”

In its assessment, the Swedish Gambling Authority said that Charm has likely breached its obligations under the Gambling Act and that the company no longer meets the requirements for holding a license. 

The regulator believes that the violations are serious enough for the licence to be revoked.

For now, Charm’s licence remains temporarily suspended for up to six months until a final decision is made by Spelinspektionen. 

If special reasons arise, the decision may be extended once for an additional six months.
