In a blow to Camelot's proposal to raise additional funds by offering commercial services such as mobile phone top-ups and electronic bill payments through National Lottery terminals, the UK's National Lottery Commission has provisionally refused to grant consent to Camelot arguing that there would be a "significant" risk of the proposal breaching European or competition law.
