The European Union Value Added Tax (VAT) Committee has published a working paper clarifying gambling operators’ new tax obligations, while advising member states to publish clear guidelines for taxable activities.
The EU committee said that states should offer guidance on the activities allowed, the requirements for obtaining a licence in order to perform these activities, and whether these are exempted from VAT, and if so, what other taxes apply.
