The Federal Administrative Court in Leipzig, Germany’s highest court, has issued a de facto ban on advertising by state lottery operators, ruling that this is the only way to justify the existence of the monopoly under the State Treaty on Gaming.
The FAC had previously ruled in November 2010 that a ban on private gaming operators can only be justified if the State Treaty on Gaming effectively and coherently pursues the objective of fighting gaming addiction.
